The Secretary must run a five-year fusion energy program that will, by 2010, show a working technology demonstration proving commercial electric power from fusion is practical. The program must include broad fusion research, U.S. participation in the ITER Engineering Design Activity and related tech work, development of fusion power technology with industry, design and construction of a major new fusion research machine, and work on Inertial Confinement Fusion including a Heavy Ion experiment. Within 180 days after October 24, 1992, the Secretary must write a detailed management plan with clear goals, milestones, schedules, cost estimates, and resource needs. The plan must describe U.S. involvement in ITER design and possible construction/operation, and what is needed to build and test an inertial fusion power reactor. It must review international programs and whether to expand or make new cooperative agreements, and assess university and private sector roles. Each year the Secretary must report progress, organization, staff, funds, and spending to the President, who must include that report in the yearly budget sent to Congress. Congress may appropriate $339,710,000 for fiscal year 1993 and $380,000,000 for fiscal year 1994 to carry out the program.
