Explains what health care the state can pay for and who counts as a targeted low‑income child under a state child health program. It lets states pay part or all of many kinds of care for eligible children. Examples include hospital care (inpatient and outpatient), doctor and surgical care, clinic visits, prescription and over‑the‑counter medicines (but not drugs meant to cause death), lab and X‑ray tests, prenatal and family‑planning services, mental‑health and substance‑use treatment, medical equipment and supplies, home and school health services, nursing, dental care, hospice, therapy (physical, occupational, speech), case management and care coordination, insurance premiums, medical transportation, help services like translation and outreach, and other services the state or the Secretary allows. Defines key words used in the program: "child health assistance" — payment for the services above; "targeted low‑income child" — a child the state approves who is low‑income (family income at or below 200% of the poverty line) or whose family income fits certain limits tied to the Medicaid income level (including a limit of not more than 50 percentage points above that Medicaid level) and who is not eligible for Medicaid; "medicaid applicable income level" — the income percent a state had listed for Medicaid eligibility as of March 31, 1997; "child" — under 19 years old; "creditable health coverage" — has the same meaning as federal law and includes coverage under this program; "uncovered child" — a child without creditable coverage; "school‑based health center" — a clinic at or near a school run by a sponsoring facility such as a hospital, public health department, community health center, nonprofit, local education agency, or Indian health program.
