Creates a federal program to research, test, and improve ways to remove carbon dioxide from the air at large scale. The program must work with other agencies and include several Energy Department offices. It can study things like direct air capture, bioenergy with carbon capture, faster rock weathering, farming and forest practices, and planned natural or artificial carbon sinks. When picking technologies, the program must think about land and ecosystem effects, ocean acidification, total greenhouse gas results, commercial potential, near-term impact, gigaton-scale potential, and economic benefits. The law also sets up prizes and test centers. Within 2 years after December 27, 2020, the Secretary must run a prize competition for capturing CO2 from very dilute sources and for commercial direct air capture. Key definitions: “dilute media” = CO2 concentration under 1% by volume; “qualified carbon dioxide” = CO2 pulled from ambient air and measured at capture and verified at disposal or use (it excludes CO2 recycled for enhanced oil recovery); “qualified direct air capture facility” = a plant that takes CO2 from air and captures more than 50,000 metric tons a year (not counting natural springs or photosynthesis). Prize awards for captured CO2 are equal per ton but cannot exceed $180 per ton for storage in saline formations and lower amounts for enhanced oil recovery or other uses; awards last until funds run out. Also within 2 years after December 27, 2020, the Secretary must fund one or more test centers with grants (up to 5-year terms, renewable, competitive selection) to test and support direct air capture and storage technologies. The program should support small pilots (10–100 tons/year) and demos (>1,000 tons/year), coordinate across agencies including the EPA on measurement tools, and fund development of four regional direct air capture hubs that each can handle at least 1,000,000 metric tons per year. Applications for hub funding were to be requested within 180 days after November 15, 2021, with selections made within 3 years of the application deadline. The law authorizes $3,500,000,000 for the hubs for fiscal years 2022–2026, and lists specific annual authorizations: $175,000,000 for FY2021 (including $15,000,000 and $100,000,000 for the prize categories), $63,500,000 for FY2022, $66,150,000 for FY2023, $69,458,000 for FY2024, and $72,930,000 for FY2025.
