The Secretary must run the Office of Science and support research, development, demonstration, and commercial work in high‑energy physics, nuclear physics, biological and environmental research, basic energy sciences, advanced scientific computing, and fusion energy. The Office must also fund labs and equipment, education and outreach, information and analysis, and coordination activities. Congress authorized money for these programs: $4,153,000,000 for fiscal year 2007; $4,586,000,000 for 2008; $5,200,000,000 for 2009; $5,814,000,000 for 2010; $5,247,000,000 for 2011; $5,614,000,000 for 2012; and $6,007,000,000 for 2013. From those totals, specific amounts were set for certain programs: Fusion Energy Sciences $355,500,000 (2007), $369,500,000 (2008), $384,800,000 (2009) plus additional sums as needed for ITER construction within legal limits; Catalysis research $36,500,000 (2007), $38,200,000 (2008), and as needed in 2009; Systems Biology as needed 2007–2009; Energy and Water Supplies $30,000,000 each year 2007–2009; Energy research fellowships $40,000,000 each year 2007–2009; Advanced scientific computing $270,000,000 (2007), $350,000,000 (2008), $375,000,000 (2009); Science and engineering education pilot $4,000,000 (2007 and 2008) and $8,000,000 (2009). In addition, $49,000,000 was authorized each year 2005–2009 for integrated bioenergy research, to be coordinated with other federal programs (including NSF’s Plant Genome Program), with at least $5,000,000 each year for training and education for minority and socially disadvantaged farmers and ranchers.
