By April 1 each year, the Director of the Office of Management and Budget must send an annual Government efficiency report. It goes to the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Governmental Affairs of the Senate. The report must summarize agency reports under section 17143. It must review federal progress toward the title’s goals and its amendments. It must recommend extra steps needed to meet those goals. The OMB Director must also include in any annual energy scorecard a description of how each agency is complying with the requirements of the title and its amendments.
