Provides $200,000,000 to the Secretary for fiscal year 2022, from Treasury funds not already set aside, available through September 30, 2031, to help States create and run a program that trains contractors who install home energy efficiency and electrification upgrades. The training can cover work tied to HOMES rebates or high-efficiency electric home rebates and is part of an approved State energy conservation plan. States can use their share to lower the cost of training for contractor employees, pay for testing and certification of trained contractors, and partner with nonprofit groups to run the program. A State cannot spend more than 10 percent of its funds on administrative costs.
