The Director must fund scholarships, graduate fellowships and traineeships, and postdoctoral awards in the key technology focus areas. Awards can go directly to students or to colleges, universities, or groups of schools, including those running Regional Innovation Engines. The Director must work to boost participation by people underrepresented in STEM. That can include targeted programs, support for historically Black colleges and universities, Tribal Colleges or Universities, and other minority-serving institutions, help for low-income students to get associate, bachelor’s, or graduate STEM degrees, steps to fix workforce skill gaps and grow the domestic STEM workforce (including prioritizing U.S. citizens and permanent residents), and attention to geographic diversity. The Director must also promote new kinds of graduate training, such as chances for students to get industry or Government experience and support for professional master’s programs tied to the key technology areas or national challenges. If money is available, the Director must make postdoctoral awards, graduate fellowships and traineeships (including NSF Research Traineeships and the Graduate Research Fellowship Program), and scholarships, internships, and research experiences (including community college scholarships). At least 10 percent of funds under this work must support community college training and technical programs like the Advanced Technological Education program. Remaining funds may help schools create or test new programs. Scholarships for low-income students must be open to U.S. citizens, U.S. nationals (8 U.S.C. 1101(a)), refugees admitted under 8 U.S.C. 1157, and lawful permanent residents; applicants must apply, state they will enroll in a qualifying STEM degree, and awards are given by ability, with ties broken to spread recipients across the country. Of the Directorate’s authorized amounts, $100,000,000 is set aside for these low-income scholarships. The Director may use or build on existing NSF education programs and partners to carry out this work.
