The Secretary, through the Health Resources and Services Administration and with other federal agencies, must give grants to states, local governments, and Tribal governments to start or strengthen statewide or regional pediatric mental health telehealth programs. These programs must be networks of pediatric mental health teams that help pediatric primary care clinics. They must check what kinds of behavioral health help pediatric providers need and how they prefer to get it, build online tools and telehealth systems, offer fast phone or video consultations, train and give technical help for early identification and treatment, help connect providers to child psychiatrists and other specialists, tell providers about local mental health services and referrals, and track whether more children get care and whether primary care providers can better identify, treat, and refer kids. Programs can also help emergency departments and schools, but school-related help must follow federal education rules. Applicants must file an application with a plan to evaluate their work, and winners must send process and outcome evaluations to the Secretary. Recipients must provide at least 20 percent of the federal award amount from nonfederal sources. The Secretary may help with technical assistance, may fund groups to provide that help, and may work with other agencies to support providers’ access to high-speed internet. Congress authorized $31,000,000 for each of fiscal years 2023 through 2027. Definition: A pediatric mental health team includes at least one case coordinator, one child and adolescent psychiatrist, and one licensed mental health clinician, and may include a developmental-behavioral pediatrician.
