Creates a Center for Substance Abuse Treatment inside the Administration. The Secretary must pick a Director who has strong experience or training in treating substance use disorders or in evaluating treatment systems. The Director must run the substance use disorder treatment block grant program in section 300x–21 and carry out a range of duties. These include focusing on children and teens; working with the Attorney General on treatment for people who have been in the justice system (especially teens); teaming up with the Center for Substance Abuse Prevention to find people who need help, with special focus on pregnant and postpartum women, their infants, and people who inject illegal drugs; working with NIDA, NIAAA, states, HRSA, and CMS to spread research and bring treatment into regular health care; reviewing state plans under section 300x–32(a)(6); holding regional workshops; giving technical help to public and nonprofit providers; pushing for insurance coverage of outpatient care; evaluating treatment programs; keeping consistent grant rules and oversight; expanding recovery supports; helping carry out the 2017 “Protecting Our Infants Act: Final Strategy”; and promoting education for pregnant women and their providers. The Director may make grants and sign contracts or cooperative agreements with public and nonprofit groups to do this work.
