Create an advisory group called the Advisory Committee on Training in Primary Care Medicine and Dentistry. The Secretary must decide how many people serve on it, and they cannot be federal officers or employees. Members must be health professionals mostly (at least 75%), chosen within 90 days after November 13, 1998, and picked for skill, interest, and knowledge. The group must reflect different health fields, locations across the country, urban and rural areas, and include adequate numbers of women and minorities. Members serve 3-year terms, but the first group is staggered so one-third serve 1 year, one-third serve 2 years, and one-third serve 3 years. Any vacancy is filled the same way and the new person finishes the old term. The Committee must advise the Secretary on policies and programs under section 293k, make a report to the Secretary and to the Senate Committee on Health, Education, Labor, and Pensions and the House Committee on Energy and Commerce no later than 3 years after November 13, 1998 and every year after that, create performance measures and rules for long-term evaluations (see section 294n(d)(2)), and suggest funding levels. The group must meet at least twice a year, share an agenda 14 days before meetings, publish a meeting summary within 30 days, pay members the daily rate tied to Executive Schedule level IV (section 5315 of title 5), cover travel and per diem, and follow chapter 10 of title 5 only when it does not conflict with these rules.
