§293l Advisory Committee on Training in Primary Care Medicine and Dentistry

Summary

Creates an advisory group called the Advisory Committee on Training in Primary Care Medicine and Dentistry. The Secretary must set how many people serve. Members cannot be federal officers or employees. Not later than 90 days after November 13, 1998, the Secretary must appoint members from health professionals, with at least 75 percent being health professionals, a fair mix of professions, broad geographic and urban/rural balance, and adequate representation of women and minorities. Members are chosen for their skill, interest, and knowledge. Most serve 3-year terms. For the first group, one-third serve 1 year, one-third 2 years, and one-third 3 years. Vacancies are filled the same way and replacements finish the unexpired term. The Committee must advise the Secretary about programs under section 293k, prepare a report not later than 3 years after November 13, 1998, and annually thereafter to the Secretary and the named Congressional committees, create and publish performance measures and guidelines for longitudinal evaluations (per section 294n(d)(2)), and recommend funding levels. It must meet at least 2 times each year, share an agenda 14 days before meetings, hand out materials at meetings, and publish a summary within 30 days after meetings. Members are paid the daily equivalent of the annual rate for level IV of the Executive Schedule under section 5315 of title 5 and get travel and per diem under subchapter I of chapter 57 of title 5. Chapter 10 of title 5 applies only if it does not conflict with these rules.
