Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER VII — AGENCY FOR HEALTHCARE RESEARCH AND QUALITY › Part D — Health Care Quality Improvement › subpart 2 — health care quality improvement programs › § 299b–33
Set up and run a program to find, test, and spread the best ways to make health care safer, more effective, and better value. The Director must use the Center for Quality Improvement and Patient Safety at AHRQ to do this work with research from many fields. The Center must create and teach methods that change care processes and systems so patients get the results they should, with fewer errors. It must find high-performing providers, develop tools to reduce differences in care, study how organization and staff behavior affect results, make detailed and adaptable best-practice steps (including training and teamwork), fund expert groups (including for children’s care), and help states and communities lead quality and safety efforts. Support and fund research and networks that test, expand, and share proven improvements. Research must follow national priorities, fill gaps in evidence, answer provider concerns, cut preventable illness and deaths, and improve reliable, safe, and efficient care. Required work includes ICU improvement projects for adults, children, and newborns; ways to fight infections like MRSA and VRE; methods to reduce preventable admissions and readmissions; more pediatric and health IT projects; analysis of patient safety reports; systematic reviews; and ways to measure progress. The Center must make findings public in formats for different audiences, share results with the Office of the National Coordinator for Health IT, coordinate with the Center for Medicare and Medicaid Innovation, and was authorized $20,000,000 for fiscal years 2010 through 2014.
