Speed up the federal plan to research and develop a microbicide to prevent HIV, and revise the plan so funding and work focus on the most urgent science and on products closest to being ready for the market. When doing this, the Director must consult, as needed, with other federal officials (including the U.S. Global AIDS Coordinator, the CDC Director, and the USAID Administrator), the microbicide research community, and health advocates.
