The Secretary must set up an advisory council to give the Office Director advice on carrying out the work under this part. It follows the same rules for members, pay, terms, and chair as other national research institute councils. In addition, the council must include official representatives from the advisory councils of the National Cancer Institute and the National Institute of Allergy and Infectious Diseases, and officials from the advisory councils of the two institutes that get the most AIDS funding. The Office Director must also create a coordinating committee for each research area covered by the required plan. Each coordinating committee is made up of representatives from the NIH agencies that have major responsibilities in that research area.
