§3122 Definitions

Defines key terms used in the chapter. It tells what certain words mean so everyone reads the rules the same way. Blue economy means using ocean, lake, or other water resources in a way that supports the economy and is sustainable. Capacity building means early, community-based project work before formal predevelopment, like planning help, outreach, research, grants to local groups, and mentorship. Comprehensive economic development strategy means a strategy approved by the Secretary of Commerce under section 3162. Department means the Department of Commerce. Economic development district means an area made up as described in section 3161(a) (and nearby places if the Secretary agrees) that the Secretary has named under section 3171, and it also covers districts named under old section 3173 as it existed before the Economic Development Administration Reform Act of 1998. Eligible recipient lists who can get help, such as districts, tribes, states, local governments, colleges, nonprofits, economic development groups, and public‑private infrastructure partners (and, for certain grants, private people and for‑profit firms). Federal agency means a U.S. department, agency, or instrumentality. Grant also covers cooperative agreements under chapter 63 of title 31. Indian tribe means tribes or similar groups, including Alaska Native villages and Regional Corporations under the Alaska Native Claims Settlement Act, that the U.S. recognizes for Indian programs. Outdoor recreation means outdoor nature-based recreational activities and the businesses that support them. Project predevelopment means tasks to finish before a project starts, like planning, training, technical help, studies, demos, and other steps the Secretary finds appropriate. Regional Commission means any of several named regional development agencies (for example, Appalachian, Delta, Denali, Great Lakes, Mid‑Atlantic, Northern Border, Northern Great Plains, Southeast Crescent, Southern New England, and Southwest Border). Secretary means the Secretary of Commerce. State lists the States plus the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau. Travel and tourism means economic activity meant to promote travel for leisure or business to or within the United States, including public or nonprofit entertainment venues. United States means all of the States. University center means a college or a group of colleges set up under section 3147(c)(1).
