Defines key words used in this part of the law. Some words (hospital; State; school; Governor; State energy agency; energy conservation measure; energy conservation maintenance and operating procedure; preliminary energy audit; technical assistance costs; energy audit; Secretary) use the meanings given in section 6371. A "unit of local government" is a county, city, or township government as the Census uses the term, and also the District of Columbia and an Indian tribe’s governing body (see section 6862) when it carries out major government functions. "Building" follows section 6371 but only covers buildings owned and mainly used by local government offices or by a public care institution; it excludes seasonal buildings and buildings mainly used by schools or hospitals. A "public care institution" is a public or nonprofit owner of either a long‑term care/rehab/public health facility (see section 300s–3) or a residential child care center. A "public or nonprofit institution" is one owned and run by a State, a political subdivision, or an agency/instrumentality of either, or by an organization exempt under 26 U.S.C. 501(c)(3) or 501(c)(4). "Technical assistance program costs" are the costs to run a technical assistance program. "Technical assistance" is help, under rules the Secretary makes, to States, local governments, and public care institutions to do or plan specialized studies that identify likely energy and cost savings from changing procedures, installing energy measures, or both.
