Title 42 › CHAPTER 106 — COMMUNITY SERVICES BLOCK GRANT PROGRAM › § 9906
The Secretary must divide the money left after the required reservations among the States. Each State gets a share that matches the share it received in fiscal year 1981 under section 2808, but no State gets less than ¼ of 1 percent of the total appropriated under section 9903(a). This rule is subject to section 9911. If the remaining appropriation for a year is more than $345,000,000, each State must get at least ½ of 1 percent of the amount appropriated under section 9903(a), unless that would make a State get less than it received for fiscal year 1990 under section 9903(a)(1) as in effect on September 30, 1989. The Secretary must lower a State’s extra minimum if needed so the State’s total for the year does not exceed 140 percent of what it got the previous year. The Secretary makes these amounts into grants and pays them under 31 U.S.C. 6503(a). “State” here does not include Guam, American Samoa, the U.S. Virgin Islands, or the Commonwealth of the Northern Mariana Islands.
