The Secretary of the Interior, through the Bureau of Reclamation, must run a two-phase investigation and set up demonstration projects to recharge underground aquifers in Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming (the High Plains States) and in the other Reclamation Act States (the states listed in section 391). Money for these projects must not pay for any recharge work in those states that would use water coming from the Great Lakes drainage basin. The Bureau must work with the U.S. Geological Survey and other suitable federal and state agencies to carry out the work.
