Title 43 › Chapter 18— SURVEY OF PUBLIC LANDS › § 776
Requires the Secretaries concerned to make compatible rules and build a single, up-to-date land inventory for Federal real property. The Secretaries must finish rules for database compatibility within 18 months after December 29, 2022, and must create and keep a multipurpose cadastre (a detailed land inventory using maps, surveys, images, and related data) within 2 years after December 29, 2022. Within 180 days after December 29, 2022, they must send Congress a report that lists current property inventories, how much was spent in fiscal year 2022, what will be merged or kept separate, possible cost savings, an implementation plan with costs, and any needed legislative ideas. The work must follow federal geospatial standards, coordinate with the Federal Geographic Data Committee, link with other federal property systems, and, where possible, use state and local mapping efforts. Private contracts to help build the cadastre count as surveying and mapping work and must follow the usual selection rules. Cadastre = a digital and map-based inventory of land and features. Federal real property = land and buildings owned, leased, or managed by the Secretary concerned (does not include trust or restricted Indian land). Real property = land, buildings, resources, fixtures, structures, or related interests. Secretary concerned = the Secretary (Interior) or the Secretary of Agriculture through the Forest Service. The cadastre must be made public online in a searchable, map-enabled form, include land suitable for disposal and appraised values if available, and protect any locations that harm national security if cleared with Defense and Homeland Security. Data in the cadastre is treated as geospatial data and follows the Geospatial Data Act. Nothing here creates legal rights or forces new surveys, appraisals, disposals, or outside management of Federal land.
