Title 44 › Chapter 9— CONGRESSIONAL RECORD › § 907
The Director of the Government Publishing Office can print and deliver parts of the Congressional Record when a Member of Congress orders them and pays the cost. The Director can also give Members and the Resident Commissioner free mailing envelopes already packed with the Congressional Record (or parts, speeches, or reports) if those items can be sent as franked mail under section 3210 of title 39. Those envelopes must show the chamber name in the upper left and the letters U.S.S. or M.C. in the upper right. At a Member’s request, the Director can also print the Member’s name and State or Commonwealth, the date, and a topic of up to twelve words. Other wording is allowed only if the Member pays, except for an official document title. Money received goes to the Treasury for the Government Publishing Office’s working capital and is reported in the Director’s annual report to Congress.
