The Secretary can work with state and local governments, public and private groups, businesses, and others to improve boating safety. The Secretary can advise and help States plan and run boating safety programs, and under section 141 of title 14 must seek full cooperation with State authorities by making agreements when possible. If a State asks, and as allowed under chapter 23 of title 14, the Secretary can use Coast Guard Auxiliary members to help on State waters, and can make the rules needed to carry out this chapter.
