Owners, charterers, managing operators, agents, captains, or anyone in charge of a vessel who does not report a casualty as required under section 6101 or under rules made under section 6101 or 6102 must pay the federal government up to $25,000. Anyone who fails to follow the requirements in section 6104 or rules made under it must pay up to $5,000.
