U.S. vessels covered by chapter 37 that carry oil or hazardous materials in bulk must have a required number of crew members who are certified as tankermen, as the Secretary decides. The vessel’s certificate of inspection must show that requirement. A vessel covered by section 3702(b) must have, as the crew member in charge of a transfer, a tankerman certified for the grade of fuel being moved unless a licensed master, mate, pilot, engineer, or operator under section 7101 is present and in charge. If that tankerman is not on board, chapter 37 applies.
