Defines common words used in the cable-TV rules. It gives a short meaning for each technical term so people know what is meant in the rest of the law. Activated channels — channels set up at the cable headend for services available to homes, including public/educational/government channels. Affiliate — a person or company that owns, is owned by, or is under common control with another. Basic cable service — any tier that carries local broadcast TV signals. Cable channel or channel — a slice of the frequency spectrum used to carry a TV channel. Cable operator — a person or group that provides cable service and owns, controls, or runs the cable system. Cable service — one-way delivery of video or similar programming to subscribers, plus any required subscriber interaction. Cable system — the network of closed transmission paths and equipment meant to provide video to many subscribers in a community, with specific exceptions (for example, simple retransmitters, systems not using public rights-of-way, some carrier facilities, qualifying open video systems, and electric-utility facilities used only for power). Federal agency — any U.S. agency, including the Commission. Franchise — an authorization from a franchising authority to build or operate a cable system. Franchising authority — a government body that can grant a franchise. Grade B contour — a TV station signal strength calculated under Commission rules. Interactive on-demand services — video sent over switched networks to a single subscriber on demand, not pre-scheduled programs. Multichannel video programming distributor — a provider that sells multiple video channels (for example, a cable operator or satellite service). Other programming service — information a cable operator makes generally available to all subscribers. Person — an individual, company, trust, government entity, or similar group. Public, educational, or governmental access facilities — channel space and the equipment to use it for those purposes. Service tier — a category of service or content that has its own rate. State — a State or its political subdivisions or agencies. Usable activated channels — activated channels that can be used for broadcast distribution without breaking technical or safety rules. Video programming — programming like that provided by a TV broadcast station.
