Defines key words used here about government loans, loan guarantees, and related actions. Cost means the government’s long‑term estimate, in net present value, of the cash flows for a direct loan or loan guarantee, not counting administrative costs or other small effects on government receipts. For a direct loan, cost is the net present value at disbursement of amounts paid out, principal repaid, interest and other payments after adjusting for defaults, prepayments, fees, penalties, and recoveries. For a loan guarantee, cost is the net present value at disbursement of government payments for defaults or subsidies minus fees and recoveries the government gets. A modification is the change in that estimated net present value when loan terms change. Net present values use the average marketable Treasury rate for similar maturities. Current has the meaning in section 250(c)(9) of the Balanced Budget and Emergency Deficit Control Act of 1985. Direct loan means government funds paid to a non‑federal borrower, including buying or sharing loans and credit sales with payment deferred more than 90 days. Direct loan obligation and loan guarantee commitment are binding promises by the Secretary to make a loan or guarantee once conditions are met. Intermodal relates to rail connections with other transport and their facilities. Investment‑grade rating means BBB minus, Baa 3, bbb minus, BBB(low), or higher. Loan guarantee means a pledge to cover part or all of a borrower’s debt to a non‑federal lender and does not include deposit insurance. Master credit agreement covers future loans or guarantees for related projects. Modification also covers sales or purchases of loan assets and changes from new laws or agency choices. Project obligation is other debt issued to finance a project. Railroad includes the railroad and rail carrier terms in sections 20102 and 24102. Rating agency means an SEC‑registered national statistical rating organization. Secretary means the Secretary of Transportation. Substantial completion means opening to passenger or freight traffic or another event the Secretary sets in the loan or guarantee terms.
