The Secretary of Transportation can create a theft-prevention rule that lets a person choose to mark major parts of a motor vehicle they make or own with an identifying number or symbol for use in federal criminal matters. The rule can let those marks be registered with the Secretary or someone the Secretary picks. The rule must be practical and use clear, objective criteria. Following the rule is voluntary and carries no penalty for not doing it. Using the rule does not relieve manufacturers of other required identification standards.
