You must not make, sell, offer for sale, bring into the United States, or ship between states any motor vehicle or major replacement part that does not meet the required safety standards. You must follow rules made by the Secretary of Transportation or the Attorney General under this law. You must keep required records, let officials see and copy them, make reports and give information when asked, and allow inspections. You must give the required certification and not provide one you know, or in the exercise of reasonable care should have known, is false or misleading. You must not knowingly own, run, work in, or send vehicles or parts to or from a chop shop. The ban on making or selling noncompliant vehicles or parts does not apply if a person shows they used reasonable care and had no reason to know the item failed to meet the standard.
