The Secretary of Transportation must study and decide whether the rules in section 47524(a)–(d) should apply to noise and access limits for stage 2 aircraft weighing 75,000 pounds or less. To decide, the Secretary must look at noise compared with other planes; benefits to general aviation and system efficiency; differences in airport operations and nearby areas; international noise rules and agreements; and any other needed factors.
