The Secretary of Transportation must charge a fee to anyone who files with the Federal Energy Regulatory Commission for a liquefied natural gas (LNG) project whose design and construction costs are $2,500,000,000 or more. The fee pays for any review the Secretary does to check the project meets the safety rules. The Secretary cannot charge this fee and also charge certain other federal fees for the same review. The Secretary must set up rules to collect the fee. The Secretary can have other federal, state, or local agencies collect the fee and pay them a reasonable amount for doing that work. The money goes into a Liquefied Natural Gas Siting Account inside the Pipeline Safety Fund in the U.S. Treasury.
