State and local officers and employees cannot use their official power to influence the outcome of an election. They also cannot pressure other state or local workers to give, lend, or donate anything for political purposes. If an employee’s pay is paid entirely (directly or indirectly) by loans or grants from the United States or a Federal agency, that employee may not be a candidate for elected office. They may still vote and speak about politics. The ban on running does not apply to the Governor (or someone acting as Governor), the Lieutenant Governor, a city mayor, an elected head of an executive department who is not in a civil‑service system, or anyone already holding elected office.
