The President may make rules that require a probation period before a competitive service job appointment is final and before a person’s first appointment as a supervisor or manager is final. The rule also covers employees who are moved, assigned, or promoted into supervisory or managerial jobs and who do not finish that probation. These rules do not apply to the Senior Executive Service or the FBI and DEA Senior Executive Service.
