When deciding if a preference eligible can be promoted in the competitive service, the Office of Personnel Management, the hiring agency, or another examining agency must waive age, height, and weight rules unless those rules are essential to doing the job. They must also waive physical fitness rules if, after considering an accredited doctor's recommendation, the Office or examining agency believes the person can perform the duties efficiently.
