Defines key words used in this subchapter. "Agency" covers Executive agencies, military departments, and Congressional employing authorities. "Employee" means someone who works for an agency. "International organization" means a public international organization the U.S. participates in. "Transfer" is moving from an agency to that organization. "Reemployment" means rehiring under section 3582(b) or a Congressional employee rehired within 90 days after leaving the international organization.
