The Office of Personnel Management must give agencies technical help to build performance appraisal systems and must review each system to see if it follows the rules in this subchapter (including the rules under section 4305). The Comptroller General will also review selected systems from time to time and report findings to the Office and to Congress. If the Office finds a system does not meet the rules, it must order the agency to put in an appropriate system or fix how the system works, and the agency must comply.
