The Office of Personnel Management must review enough jobs in each agency from time to time to check if the agency is putting jobs into the right classes and grades under the published standards. If OPM finds a job is not in the proper class or grade under those standards, or if there is no standard but the placement is not consistent with them, OPM must talk with the agency’s officials, place the job in the correct class and grade, and send a certificate to the agency. The agency must follow that certificate, and it is binding on administrative, certifying, payroll, disbursing, and accounting officials.
