These rules apply unless the subchapter says otherwise. If you must appear in person before an agency, you may bring and be advised by a lawyer or, if allowed, another qualified representative. Interested people may present or settle issues with the agency, and agencies must conclude matters within a reasonable time. Agencies may only require reports, inspections, or evidence when the law allows. People who give evidence can get a copy at lawful cost, though access may be limited in nonpublic investigations. Agencies must issue subpoenas (orders to appear or produce evidence) on request when rules require a showing of relevance and reasonable scope; courts will enforce lawful subpoenas and may order compliance and punish refusal. Agencies must promptly notify a person when a written application or request is denied and briefly say why, unless the denial repeats an earlier one or is self-explanatory.
