Gives meanings for important words used in this part. agency — includes Executive agencies, military departments, U.S. courts and the Administrative Office of the U.S. Courts, the Library of Congress, the Botanic Garden, the Architect of the Capitol, the Government Publishing Office, and the government of the District of Columbia. employee — a person employed by an agency. continental United States — the several States and the District of Columbia, but not Alaska or Hawaii. Government — the Government of the United States and the government of the District of Columbia. appropriation — includes funds made available by law under section 9104 of title 31. United States — the several States, the District of Columbia, Puerto Rico, the Commonwealth of the Northern Mariana Islands, U.S. territories and possessions, and areas/installations in the Republic of Panama made available under the Panama Canal Treaty of 1977 and related agreements (see section 3(a) of the Panama Canal Act of 1979).
