People may serve as neutrals in dispute resolution if they are federal employees or any person the parties accept. A neutral must not have any official, financial, or personal conflict about the issues, unless the neutral writes it down and all parties agree they can still serve. A neutral acting as a mediator, conciliator, or facilitator works as long as the parties want. The President must pick an agency or set up a committee to promote and help agencies use dispute resolution and to work with other agencies and experts. Agencies can borrow employees from other agencies and agree to pay costs. Agencies may also hire private neutrals or trainers. Parties must agree on payment that is fair and reasonable to the Government.
