The General Services Administrator must write the rules needed to run this subchapter, except where the subchapter itself already says something else. The rules must let an agency head or their designee lift any limit in the subchapter or its rules when an employee moving to or from a remote or isolated location would suffer hardship. Any such waiver applies even if other parts of the subchapter would seem to block it. When making rules for section 5724b, the General Services Administrator must consult the Secretary of the Treasury. The Secretary of Defense must write the rules needed to carry out section 5735.
