When an agency creates a leave bank, it must set up a three-member Leave Bank Board. At least one member must represent a labor union or employee group. The agency sets the board up with the Office of Personnel Management. An agency may have more than one board for different units, but only one board per leave bank. The board must approve leave requests, watch over each recipient’s case, track how much leave is in the bank and how many people apply to use it, and try to keep enough leave available.
