Either party can challenge an arbitrator’s award with the Authority, except for awards about matters in section 7121(f). The Authority can overturn awards that violate a law, rule, or regulation, or for reasons like those used by federal courts in private‑sector labor cases. If no exception is filed within 30 days after service, the award is final, must be followed, and may include back pay under section 5596.
