Allows agencies to keep or renew any exclusive recognition, certification, or lawful agreement they had with an exclusive employee representative if that arrangement began before the chapter's effective date. It also allows recognition for units of management officials or supervisors that are represented by labor groups that traditionally represent such managers in private industry, if those units already had exclusive recognition in any agency on the chapter's effective date. Keeps in force the policies, rules, and decisions made under Executive Orders 11491, 11616, 11636, 11787, and 11838, and under any other Executive Order, as they existed on the chapter's effective date, until the President changes or cancels them or until they are replaced by specific parts of this chapter or by rules or decisions issued under this chapter.
