Defines three key words used in this part. Employee means any person, except the President and Vice President, who works in an Executive agency (but not the Government Accountability Office) or holds a competitive-service job outside Executive agencies. Partisan political office means an office filled by a candidate officially representing a party that got votes for Presidential electors in the last election when electors were chosen, but not a party-internal position. Political contribution means any money or thing of value given for a political purpose, including promises to give, paying someone else’s wages to work for a campaign (unless paid by the candidate or party), and providing personal services for political purposes.
