The Office of Personnel Management must create, with the Secretary of Health and Human Services and other agencies, prevention, treatment, and rehab programs for alcohol abuse and alcoholism among federal employees. Agencies are urged to offer these services to employees’ families when possible and to use existing government facilities and skills. Records for these programs are protected under section 523 of the Public Health Service Act (42 U.S.C. 290dd–3). Agencies must send written reports to OPM as needed for reports under section 7363. “Agency” means an Executive agency.
