The Office of Personnel Management (OPM) must send a report to each House of Congress within 6 months after the Federal Employee Substance Abuse Education and Treatment Act of 1986 was enacted, and once a year after that. The report must describe programs under sections 7361 and 7362, including their costs and funding; how many people use them and how well they work; the training and qualifications of staff who run them; training given to supervisors on spotting drug or alcohol problems and the referral and confidentiality procedures; any recommended laws or administrative actions; and activities under section 7904 or other matters OPM finds relevant.
