The Office of Personnel Management (OPM) can buy a group life insurance policy that lets employees who already have basic coverage buy extra optional life insurance (no accidental death or dismemberment). Employees can buy this extra coverage even if they already have other optional insurance. If an employee is ordered to deploy for a contingency operation or is a Defense Department employee declared emergency essential, they can sign up within 60 days after they are told. Elections must be in writing on the OPM form. The extra coverage can be 1, 2, 3, 4, or 5 times the employee’s annual basic pay, rounded up to the next $1,000. An employee can reduce or stop this coverage at any time. The extra coverage normally ends when an employee leaves service or 12 months after pay stops, whichever comes first, but OPM lets people temporarily extend coverage or convert it to an individual policy. Judges and justices are treated as still working for these rules. If an employee retires with an immediate annuity or gets disability compensation and the extra insurance was in force for at least the last 5 years (or for the full time it was available if less than 5 years), they can keep some or all of it. They can choose to stop withholdings and have the amount reduced by 2% each month starting the second month after they turn 65 while retired or receiving compensation, with reductions continuing for 50 months until it stops; or they can keep paying the full cost to avoid reductions (they may later cancel that choice and switch to the reduction option). Others who would lose coverage but had it for 5 years (or the full shorter period) may elect to continue by paying the full cost plus any admin charges, but that election generally must be made within 3 years. The full cost is normally withheld from pay, annuity, or compensation and put into the Employees’ Life Insurance Fund. If an agency fails to withhold properly, it may waive collection if the employee is blameless, or the employee can arrange to pay directly if pay is too low. OPM sets the cost by age groups. The death benefit is paid as provided by the government life insurance rules.
