OPM may buy a group life policy that lets employees who already have employee life insurance under section 8702 buy optional life insurance for their family members. The policy can be bought even if the procurement rules in section 6101(b)–(d) of title 41 would normally apply. Employees may choose coverage in 1, 2, 3, 4, or 5 times these amounts: $5,000 for a spouse and $2,500 for each child covered under section 8701(d). An employee can reduce or stop this coverage at any time. Coverage ends at the earlier of the employee’s death, the employee leaving service, or 12 months after pay stops, though temporary extensions and conversion to an individual policy are allowed. There is a special rule for employees who retire on an immediate annuity or get compensation for injury or disease and who had the insurance in force for at least 5 years (or for the entire period it was available if less than 5). The full cost is taken from pay, annuity, or compensation while the coverage is in force; beginning the month after a former employee turns 65, the coverage is free unless a specific election under section 8714b(c)(3)(B) keeps the full cost in place. Agencies may waive recovery of missed withholdings in certain fairness cases, but if they do, they must still send the uncollected amount to the Office for the Employees’ Life Insurance Fund. If pay or annuity is too small to cover withholdings, the employee can arrange to pay directly to keep coverage. OPM sets the cost based on age groups. If a covered family member dies, the amount in force on the date of death is paid to the employee on a valid claim, or if the employee died first, to the person(s) who would get the employee’s group life benefits under section 8705.
