People who get supplemental dental coverage must pay 100 percent of the premiums. The Office will make rules about how and when to pay. Premiums can be taken from an employee’s pay, an annuitant’s annuity, or from pay/annuity of certain TRICARE-eligible people who get Federal pay because a service member died (and who are not a former spouse). Other covered TRICARE-eligible people will be billed directly. Money withheld must go straight to the qualified company, and each company must keep the records the Office requires. The Employee Health Benefits Fund can pay the Office’s reasonable setup costs before the first day of the first contract period. A Dental Benefits Administrative Account in the Fund will pay later costs after the start of the first contract year. Contracts must require the company to make yearly contributions to that account to cover expected Office expenses.
