When the President sends a reorganization plan under section 903, the plan may, subject to section 905, change an agency’s name and its leader’s title and must name any new agency and its leader. It can set how the leader and other officers are appointed and paid if the President says that is needed in the plan message. The plan must also arrange how records, property, staff, unspent funds, and other money are moved, and must provide for closing out any agency that is abolished.
