Title 50 › CHAPTER 47 — NATIONAL SECURITY AGENCY › § 3608
The NSA Director must create and run language and language-related training for military and civilian cryptologic staff and must write the rules for those programs. The Director can offer specialized training, get training from other government agencies or private schools when needed, support programs with contracts or grants, and hire instructors or linguists by appointment or contract. The Director can give special pay or other incentives to encourage civilian staff to learn or keep foreign language skills (regardless of subchapter IV of chapter 55 of title 5). The Director may pay tuition and training costs and pay travel, benefits, and allowances for trainees under chapters 57 and 59 of title 5 for civilians and chapter 7 of title 37 and applicable parts of title 10 for military when training is away from their duty station. The Director may set up a cryptologic linguist reserve made up of former or retired NSA cryptologic people and other qualified civilians. Reserve members must agree to return to active civilian work for the NSA during emergencies as the Director decides. The Director may offer money to attract and keep reserve members (regardless of subchapter IV of chapter 55 of title 5), pay their training costs, and give benefits under chapters 57 and 59 of title 5 when training away from home. The Director may require service or repayment agreements for training (consistent with section 4108 of title 5) and can waive recovery in special cases. Family members of assigned personnel may get orientation and language training related to overseas work, but non‑government school costs may be paid only if no government training is available. Contracts and grants need appropriated funds. Rules must be sent to the House and Senate intelligence committees before they take effect. The Director may also pay long‑term overseas travel and living costs for training without regard to section 4109(a)(2)(B) of title 5.
