Materials in the stockpile can be released, sold, or otherwise disposed of when a proper official says it is needed for national defense. The President can order a release at any time. In a war declared by Congress or during a national emergency, the President can let a named officer or employee order releases. The President can also give that power to the Under Secretary of Defense for Acquisition and Sustainment, and that Under Secretary can order releases needed for use, manufacture, or production for national defense. Any release order must be reported quickly in writing by the President or the person who signed it to the Senate Armed Services Committee and the House Armed Services Committee.
